International Forum on Cross-border Education (2016) Held in Haikou, China
International Forum on Cross-border Education (2016), organized by China Academic Degrees and Graduate Education Development Center (CDGDC) and Chinese Society of Academic Degrees and Graduate Education, was held successfully in Haikou of Hainan Province, P. R. China. The forum is co-organized by Hainan University, and sponsored by Chinese National Commission for UNESCO, Department of International Cooperation and Exchanges, Ministry of Education, China, and the Education Department of Hainan Province.
Present at the forum were international participants from nearly 20 countries and regions, such as the US, the UK, Germany, Italy, Latvia, Lithuania, Norway, Ireland, Romania, Thailand, Malaysia, Kazakhstan, Australia, New Zealand, Mongolia, and Hong Kong, as well as participants from 5 international organizations, including International Network For Quality Assurance Agencies In Higher (INQAAHE), Asia-Pacific Quality Network (APQN), the ENICs, ASEAN University Network (AUN) and Southeast Asian Ministers of Education Organization (SEAMEO). Also, there were well over 400 Chinese participants, including staff from China’s Cross-border education management organizations, quality assurance, evaluation and recognition administrators from nearly 200 universities in China, university staff in charge of graduate development and international cooperation, experts and scholars.

Six speakers, including Cao Xiankun, Director-General of the Education Department of Hainan Province, Diao Xiaoping, Vice-President of Hainan University, Susanna Karakhanyan, President of INQAAHE, Zhang Jianxin, President of APQN, Luca Lantero, Vice-President of the ENIC Bureau, Director of CIMEA, and Du Yue, Secretary-General of Chinese National Commission for UNESCO, delivered opening remarks.

On behalf of the organizers, Zhang Shulin, the moderator, said that this is an academic gathering of historic significance and relevance. The forum, with the theme of “Cross-border Education Quality Assurance in the Context of Globalization”, serves as an exchange platform for work in Asia-Europe qualification recognition, credit transfer and learning outcome recognition under the ASEMME framework, as well as work in development and implementation of national qualification frameworks. Eventually, the forum aims to facilitate international recognition of qualification, credit and learning outcome, and to guarantee and improve the quality of cross-border education.

The speakers congratulated the organizers on the successful opening of the forum, and expressed their high expectations for the forum, where they will dwell upon core issues such as cross-border education quality assurance, qualification framework, qualification recognition, credit transfer and learning outcome recognition, etc.
Mr. Wang Lisheng, Director-General of CDGDC, delivered the keynote speech, “Enhancing Mutual Trust for Win-win Results”. In his speech, Mr. Wang pointed out that regional and international cooperation in higher education is playing a strategic role of increasing significance. Development of cross-border education, and establishment of more open, cooperative higher education systems are crucial tasks that will improve education quality globally, accelerate economic and social development, and help form an interdependent community for higher education stakeholders.

In the keynote speech, Wang Lisheng introduced the ASEM Working Group on Recognition Bridging Declaration, and the ASEM Working Group on Interregional Credit Transfer Mechanisms and Learning Outcome Systems, two working groups CDGDC took the initiative to set up within the ASEMME framework. He then elaborated on the progress, from the drafting of Beijing Declaration, which aims at promoting Asia-Europe higher education qualification recognition through enhancing mutual understanding and trust, to the implementation of ASEMME initiatives. In particular, he mentioned three action plans CDGDC has been conducting since 2012, namely, taking the lead in setting up the Asian National Information Centers Coordinating Website (ANICCW), establishing the Cross-border Quality Assurance Network (CBQAN), and developing the “Handbook of Guidelines, Principles and Good Practices on Recognition among ASEM NIC-NARICs”. The effective work CDGDC has done is spoken highly of by its international colleagues.
Towards the end of his speech, Wang Lisheng emphasized that the development of China’s national qualification framework is of crucial importance in that it is an institutional innovation in nature, an important component of the modernization of our education governance system and education governance competency, a top-design for China’s education reform and development, and a necessary step on our way to a life-long learning society and a country with strong human resource. At the same time, it will speed up China’s international cooperation and exchanges in education, and thus increase China’s international influence. Now that the development of China’s national qualification framework has been written into China’s 13th Five-year Plan, CDGDC will integrate its resources, overcome all difficulties to conduct researches, and to learn from the best practices of other countries in NQF development. CDGDC endeavors to serve as a think tank and explore feasible strategies for the development of China’s national qualification framework.
In the afternoon of the 20th, three parallel forums were held at the same time: “Cross-border Higher Education Quality Assurance & CBQAN Inaugural General Assembly”, “Qualification Framework and Qualification Recognition”, and “Credit Transfer and Learning Outcome Recognition”.

Though Shirley Lloyd, Director of NQF Directorate, Department of Higher Education and Training, South Africa, was not able to participate in the forum personally due to other causes, sent the organizers a video in which she made a feature report, “How National Qualifications Frameworks Matter: Locating Qualifications Frameworks in the Global Arena”.

Parallel Forum: Credit Transfer and Learning Outcome Recognition
Cross-border education, as the most important part of higher education internationalization, has become a shared focus for education practitioners world-wide. At the same time, it is a dynamic component of higher education that has great potential. In the new era, we are bestowed with unprecedented opportunities in quality assurance of student exchanges and jointly-run education programs; however, challenges must be tackled if we are to improve the quality of cross-border education. Thus, this international forum is a relevant one since it highlights new concepts such as “qualification framework”, “credit transfer”, and “learning outcome”. The forum will hugely contribute to international cooperation and exchanges in education, internationalization of education in China, and in particular, it will help lay a solid foundation for the development and implementation of China’s national qualification framework, as mentioned in the 13th Five-year Plan.
Participants of the forum witnessed the establishment of Cross-border Quality Assurance Network (CBQAN), a CDGDC-initiated organization consists of 15 quality assurance and qualification recognition institutions from 12 countries and regions. Later, during the CBQAN Inaugural General Assembly, representatives from 8 countries discussed and passed the CBQAN Chapter and the Inaugural General Assembly Consensus. CBQAN is yet another international, non-governmental, and multilateral platform for cooperation and exchanges after INQAAHE and APQN. The purpose of this China-initiated organization facilitated by the ASEM Working Group on Recognition Bridging Declaration within the ASEM framework is to enhance quality assurance of Asia-Europe cross-border education. Susanna Karakhanyan, President of INQAAHE and Zhang Jianxin, President of APQN, were there to witness the birth of CBQAN. They expressed their warmest congratulations, and their sincere wishes for closer cooperation among multilateral international organizations, for better quality of higher education world-wide, and for the sound development of cross-border education.
